Loomis is suggesting that there is a formulaic approach you can take to do this that results in the same general set of flat areas that to together make up a angular, flat paneled version of a human head. Then you have simplified shapes that will be easier to put into perspective and serve as the under-drawing for a smoother final version. The Loomis method of building ahead from a basic ball is effective as far as it goes I think, but I’m pretty sure Loomis himself had done a huge amount of drawing from both life and photo reference, so expecting to be able to draw a head as well as Loomis does working only with this book would be a little optimistic I think.
